As part of Indonesia’s ongoing efforts to modernize its business classification framework, the Central Statistics Agency (Badan Pusat Statistik – “BPS”) has issued BPS Regulation No. 7 of 2025 on the Indonesian Standard Industrial Classification (Klasifikasi Baku Lapangan Usaha Indonesia – “KBLI 2025”). This regulation was promulgated on 18 December 2025 and took effect on the same date. KBLI 2025 revokes and replaces BPS Regulation No. 2 of 2020 on KBLI (“KBLI 2020”) and serves as Indonesia’s updated official standard for classifying business activities. While KBLI is formally a statistical instrument, it plays a critical role across regulatory regimes, particularly in business licensing through the Online Single Submission (“OSS”) system and sectoral approvals. KBLI 2025 is aligned with the International Standard Industrial Classification of All Economic Activities (ISIC) Revision 5, reflecting Indonesia’s efforts to harmonize its business classification system with international standards. Importantly, businesses are required to adjust their existing KBLI classifications within 6 months from the promulgation date, making KBLI 2025 a mandatory compliance reference rather than a purely administrative update.
